Under the general supervision of the Mayor, this position performs a variety of activities in the daily operation of an engineering/building department. Activities include, inspection of commercial and residential buildings for compliance with State and Local Code. Also performs administrative tasks and support activities necessary to interact with customers throughout the building process.

SPECIFIC DUTIES AND RESPONSIBILITIES

A. *Conduct field inspections of construction activity for multiple building types to determine compliance with appropriate codes, ordinances and regulations.
B. *Inspect previously occupied and existing residential and commercial structures for change of use, occupancy, or compliance with applicable codes and ordinances
C. *Monitor active construction sites for posting of requisite permits and properly enforce non- compliance.
D. *Perform follow-up inspections to verify compliance with violations and take appropriate enforcement action to ensure compliance.
E. *Actively work with contractors to discuss and/or alleviate code violations
F. *Meet with architects, contractors, builders and the general public; explain and interpret requirements and restrictions of adopted codes and ordinances.
G. *Provide code and regulation information when requested by the general public, permit applicants, agencies or other departments.
H. *Investigate complaints and issue appropriate violations and/or stop work orders as necessary.
I. *Keep abreast of changes in building codes and regulations and construction techniques. Attend classes for the purposes of attaining various building certifications.
J. *Receives initial contact with customer representing the City in a positive manner. Forwards calls and takes messages, enter data into computer or paper log sheets.
K. *Explain the application process to builders and/or homeowners for residential and commercial building permits. Other permits may include but is not limited to accessory building, foundation, remodeling, demolition, etc.
L. *Inform the applicant of the fees and procedures involved to obtain a specific permit.
M. *Receive, process and thoroughly review the application and plans to ensure the submittals are complete with project information, signature and required plans.
N. *Reject incomplete applications and plans. Note to applicant the information to complete the process.
O. *Calculate and indicate the required fees on the application.
P. *Using a computerized system, enter various data regarding applications, approvals, inspections and violations etc.
Q. *Maintain files of Building Permits, Elevation Certificates, Certificates of Occupancy, addresses (upon assignment), Final plats, project plans, maps, etc.
R. *Forwards appropriate plans, applications, etc. to other City departments as needed.
S. *Record inspection requests. Schedule inspection requests to meet the policies and procedures of the building department.
T. Other duties as assigned by the Mayor.

H. Work may require some reaching over head, kneeling, climbing ladders, and frequent bending and walking on uneven surfaces
I. Lift and/or move up to 50 pounds occasionally.
J. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus.

WORKING ENVIRONMENT AND CONDITIONS

Works both in the office and in the field where frequent exposure to various weather conditions and physical hazards associated with construction sites and other inspection areas are to be expected.

EDUCATION, EXPERIENCE AND TRAINING

A. Minimum of high school diploma required; some college preferred.
B. ICC Certification, preferred (must be obtained within one year of hire).
C. Ability to get all state and local licenses required within one year of hire.
D. Demonstrated experience or knowledge of construction, land development, and property maintenance
E. Knowledge of applicable State and Local Codes.
F. Valid driver's license.
G. Ability to read and intemperate construction plans and documents.
